Hannibal, by far, is the better character. He would win the first four rounds because he's a bad ass. Round 5 is dependent on the game and whether or not their are other participants. If he is by himself, then I think he would die, but with other people, he will be able to manipulate everyone else to get himself out.

Round 1- Random Encounter
Round 2- Mind Games
Round 3- They sit and talk
Round 4- Both have a week of prep.
Round 5- Hannibal is stuck in one of Jigsaw’s games.
You know their methods. Battles are won by KO or death.
1 - Hannibal Lecter, he's a trained fighter and extremely skilled
2 - Hannibal Lecter, studies his opponents just as much, and though Jigsaw uses the same "lock them in some strange place" shtick everytime, Lecter manipulated his way out of maximum security prison
3 - Lecter is smarter, and has gone so far as to eat people and feed a child human brains. I think he's more twisted, and the better killer tbh.
4 - Lecter again, Jigsaw has more engineering feats, but Lecter also studies his opponents.
5 - Jigsaw. In his element, he is very good at what he does. Though Lecter is smart enough to outsmart Jigsaw, this would be a close one.
