Straight up hand to hand combat.
Cap's fighting prowess is heavily dependent on his serum enhanced brain that and he is a very small man without it. This is brutally one sided.

@XEL820: That's just a trope where a normally super powered character is still highly effective when they lose their powers.
Training back then just doesn't hold a candle to modern days, a lot of people agree that Cap's rep as one of the best h2h would need to be because of the formula to avoid marty suedom. Nothing wrong with utilizing a superpower to give you an edge, I personally think badass normal's more often than not depend on PIS and plot armour to justify fighting beside supers.
I would typically put Cap and Daredevil on the same level skill wise with Steve's stats giving him the slight majority in a normal encounter. Depowering him doesn't get rid of his skill level but it does hamper him below Daredevil's stat level to where Matt has the stat edge and combined with his radar sense should put him over Rogers every time.

I agree with all but the bold.
Cap should have a big majority as far as skillfulness at h2h is concerned.... He is widely proclaimed to be one of the best h2h fighters in marvel.

Cap could only take one to two shots from DD before he's out.
Cap can not win. Depowered, Steve is less than an Olympic athlete. In contrast, Devil is almost the same levels of peak human like Cap. Cap absolutely can not win here.

Well, I thought depowered would mean no Radar Sense, which is why I thought it'd be more even. If Steve has no enhanced physicals while Matt keeps the Radar Sense/superhuman avoidance, Daredevil sweeps.
I really like Cap, but, depending on the setting DD would have the upper hand against Cap even with the serum (like in a dark room or something). DD is a formidable opponent. I am not a DD reader, but i do know that he is very agile, has incredible senses, and is pretty good at martial arts.
now, if you are depowering cap, and I understand is without the super soldier serum (and I will asume he can keep his physique). And is a hand to hand, so, no shield. Then I would say DD would own caps ass.
