Surfer owns. I just dont think the additional rings add enough to Hal's raw stats to give him a chance.

Not to mention, as ive said before again and again, its a thought based weapon. Surfers speed, if he uses it, gives him a nanosecond win.

Surfer doenst much use his speed in character... AFAIK.

I believe youre correct in this to my knowledge as well. I still think he is more powerful overall, but I did have to mention, if he was out of character, so to speak, it would be a stomp.

You need to stop with this though.... Yes, it is a thought based weapon, but Hal is not limited to human level thinking. He thinks just as fast as Surfers nanoseconds not to mention he can speed up his own and others reaction time.

Surfer has powers that are exaclty needed to easily win with Lanterns:

energy manipulation, energy drainning and telepathy. While the last one, rarely is used in battle, first two should deal with him.

Surfer loses here . Lantern with two rings might be a bit too much . There is no draining or anything like that happening he might just drain the surfer . I wouldnt be surprise.

He could even play on surfer emotions and then some .

Except it actually did happen. Tom kalmaku had become the physical embodiment if Hal's ring and he executed Hal's plan. Which is why you see it actually happening with Tom and Martin on each panel lol
