Dark Phoenix is more powerful, there r 2 differences between Green and Dark Phoenix.
1- Green Phoenix is granted a limited amount of the power of the Phoenix Force and is limited to the host's mental control over the power, while Dark Phoenix is crazy and has no mental limits and taps to the full power of the Force
That depends on which version you’re talking about. If you mean Rachel or New X-Men Jean, Yes, this is true.
If you mean 70’s Phoenix, that wasn’t the case. Phoenix thought it was Jean and didn’t know the full extent of its abilities, not to mention it psychic circuit breakers that would cut off its powers if it became unmanageable. That alongside her exhaustion from the M’Kraan Crystal incident is what really nerfed her back then.
Endsong Green Phoenix would be Jean accepting herself as Phoenix at that point. That means she should be capable of all that Dark Phoenix could do. She just wouldn’t because of her morality.
2- Green Phoenix was stated to get more powerful each time the host uses the power while Dark Phoenix gets more powerful every second.
Don't think Green Phoenix is weak, the host has shown to have a multiversal level of power. Containing the M'kraan Crystal "the nexus of all realities" is no small feat, Jean as Green Phoenix has defeated Galactus in a What If story "Galactus = multiversal".
