You're mostly correct.
Long story short:
-They begin fighting in a bar/restaurant (unpopulated).
-Ollie dodges some gunfire, Todd blocks an arrow aiming for his ankle and moves his guns so arrows don't hit the barrels.
-They get into a sword fight.
-Ollie takes the edge, but Todd reveals the sword has a self-destruct feature.
-Both survive and Todd escapes on a bike.
-Ollie tries to tag with an arrow but Todd swirves out of the way.
-Todd revealed it was to just keep Ollie distracted (same w/ Brick vs Batman), but it was clear Ollie was the better swordsman.
That said, I think this could be given a nice balance if Todd is given good gear and Ollie is limited with trick arrows.
