Both are bloodlusted.
Hal Jordan told Green Arrow he would go up against a great opponent at 12 in the afternoon but didn't tell Green Arrow that it was Hawkeye. Green Arrow agrees to fight Hawkeye, despite not knowing who he is.
Captain America tells Hawkeye that he is going to fight someone as part of his training. Hawkeye doesn't know that he is fighting Green Arrow, but agrees to take on the challenge at 12 in the afternoon as well.
They both don't know who they are up against.
They both have exactly one hour to prepare. Once that hour is up they will get on separate helicopters that takes them to the fighting location.
They will both be dropped off by different helicopters on the same street at the same time and are initially 200 meters away from each other. They will both be told to fight at the exact same time.
Morals are off and they will start out fighting each other on a random street in New York. They will start out 200 meters away from each other.
