@allstarsuperman: we can't look at his high end feats without looking at the low end ones as well. Like getting dominated by Harley Quinn, Catwoman, and various other people throughout his history. I have a hard time believeing he is good enough to beat Arrow in any manner.
@allstarsuperman: while that is true, it's the manner in which he was defeated that is bad. He was armed both times (He even had a hostage against Harley), and still managed to lose handily both times.
While Arrow doesn't have the feats of your average comic character, he does have enough feats and training to put him ahead of Harvey.
