i think raiden would be able to beat Gray Fox, his strength seemed superior than Fox for sure, he fought and destroyed multiple gechos through out the game, held a giant ship at bay , raiden took so much damage from his first appairence in south america to his fight with no arms and sword in his mouth, i see him giving gray fox a tough fight and winning.
