BUrning Godzilla still gets stomped, a city busting self Explosion is'ent going to harm any of hte top or mid tier olympians the only reason he would win is if you realy believe that hyperbole statement of him having the power of the big bang (Which still wouldent make him omnipotent, just equal to Imperiex Prime)
I know that this is an old post.. but no, its not city level. in the simulation or whatever, the explosion's sphere shaped fireball was hundreds of kilometers in diameter, wider than the thickest part of Japan's main island, still expanding (Scaling with Google Earth's ruler, its around 300 KM). It turned the Earth's atmosphere red and cooked it.
That was at the beginning of the movie. Later in the movie the scientists said that the explosion would actually destroy the Earth and not just life wipe the planet, unlike what they previously thought would happen.
Godzilla also killed monsters with planet buster+ statements earlier in the Heisei era series, before going into meltdown (Examples: Mothra or Battra being able to stop a meteor that would "completely destroy the planet", Space Godzilla absorbing supernovae). And he also killed King Ghidorah who's had life wiper statements in multiple movies
