Both of these guys are limited reality warper/matter manipulators.
Glorian is an apprentice to the Shaper of Worlds. He has a reasonable degree of ability to reshape an environment to his own will. He has some limitations to how much matter he can affect (often described as being about 5 miles in any direction, and for 1 day, although in Annihilation his powers seemed to have reached a greater power level).
The Delinquent doesn't really alter environments, but does often easily manipulate or create individual objects. His race, the Elan, are compared possibly being near the Watchers' power levels in the '86 OHOTMU. He was susceptible to control by Annihilus' bugs.
Both of them were in Annihilation but never met.
