If we include game feats, I'm pretty sure Gilgamesh's Noble Phantasm has a potential universe level attack. I believe it "ends all creation"

Depends on whether Gilgamesh takes Palpatine seriously or not since he's careless and arrogant. But he will eventually prevail over time.

Without CCC feats Palpatine stomps.

How is Sidious going to deal with EA if Gil decide to use it?

Because Gil would see him as a threat thanks to his ability, Sha Nagba Imuru. He's not going to be fighting him like he fought against Shirou.

Also, what's the best speed feat of canon Palpatine. I haven't seen anything that puts him above canon Gil. It immediately atk the oppnent the moment it charges

Gilgamesh stomps with or without CCC feats. The force counts as magic so it wouldn't affect him since his armor has A rank magic resistance. Sidious cannot break his armor with a lightsaber swing as it took a point blank Excaliblast to even partially breach it and a Excaliblast has enough AP to easily level a city. It's just wank if you think Sidious can level a city with a single swing. Ea instantly ends Sidious as well. He can't hope to even touch him due to the immense difference in speed due to Vimana that moves at the speed of his own thoughts and his omniscience letting him know everything Sheevs will do before he even does it.

If it's CCC Gilgamesh here though, he doesn't even need Ea as all his stats are Immeasurably high and he's been shown to be able to instantly move through spaces of infinite time where a second is equivalent to eternity. The rest of his feats suggest the rest of his other stats scale to this, so it's a possiblity he could destroy the SW verse with just a single no-effort punch. Palpatine can't even kill him as he's a platonic concept which will eventually come back, even if destroyed, similar to a beast or a TYPE. Did I mention his infinite hax via Gate of Babylon or his ability to ascend to higher planes of reality at will? This is just a stomp in his favor. Mismatch.
