Not sure if it can reach light speed but like i said not sure because it can go very fast now when it travels you can see it and time stands still around him

he had lost it on the last arc of his comic, he could barely reach sound speed, considering that Final Crisis is after that and there he moves with ease "1000 times the speed of sound" I think he is alright now...

His speed would not come in handy against Wally anyway since i think he can reach light speed but i never said anywhere he needs to build up his speed and god knows how long it would take to get that fast but i think he is capable of it.

Why would you think that? When has Ghost Rider ever given you the impression that he could move at light speeds?
When has he ever given you the impression that he could move at even 1/10th of the speed of light?
Why would Penance Stare work on The Flash? Like, for one, how would he get Flash to stand still and stare him in the eyes for it to work, and secondly, Flash does not cause lots of emotional and physical pain to others, considering he's got the cleanest history of any hero I can imagine.
That said I had this argument with Cadence/Pokergeist/whoever he is now and we determined that, if he unleashes Zarathos, Flash can't really beat Ghostrider. Ghostrider is immune to physical damage, gets his power from a source that's too voluminous for Flash to completely speed steal, and can circumvent Flash's form of BFR with dimensional travel. The only chance Flash would have is to BFR him to entropy where GR would cease to exist but that's not something Flash would do in a majority of fights.
