Probably the Ghost Riders. But if they know about the Penance stare, couldn't they do what Alan and Hal did to Johnny Sorrow?

No, Parallax did! But John Stewart did accidentally let a whole planet get destroyed during Cosmic Odysy cause of his cockiness and everyone died on the planet cause of that and has been carrying that on his conscience ever since!
