Clears. All of those people would be affected, though I'm not sure how it would affect Goku since he doesn't really have any sins. Shouldn't be too much of an issue though considering the Penance Stare has worked on other heroes before.
@ghostrider2: I just read the Wiki on the Penance Stare and it says the person being harmed must be innocent for the stare to work. Obviously those guys we're not innocent.
@princearagorn1: I don't think it matters if you regret it or not but it does matter if you've harmed the innocent. So I'm pretty sure Goku and Naruto are clear in that regard.

Ir can also be use to search the minds of others too, no pain need to be caused, like with this Fallen Angel, and Wendigo.
The Only time it has failed is when used on Souless people, people empowered by suffering, or people that are stated immune to it via divine intervention.

No eye contact required. Here Strange had to erect a special shield to protect himself, Man Thing (who is brain dead for the most part), Thor, Captain America, and more from it.
The only time the PS "totally" failed was on Venom in the Thunderbolts run, which might be because of the Devil Mark on Venom at the time. it failed on Punisher too in the same run, which is simply shows the writer of Thunderbolts is a idiot on Ghost Rider.
@agentghostrider: copy and paste exactly what I wrote. People are stupid and if they defend a one time showing by a writer who contradicts all other ghost rider statements of how a power works, then they are stupid. That simple.

Just one correction, Alphonse has a soul but no body. The stare should still affect him even if GR needs a body to attack cause part of Al is still tethered to his body.
Stops at Aizen for sure. He is a liztle biz of an insane megalomanic boi who dont reall care what he do until its good for him , i dont think he ever regreted anything.
