@FiMFTW: Genie has Toon Force which is above reality warping and he can do as he wishes, as the lamp cannot contain him due to the scenario as stated by the OP which means he`s virtually omnipotent to a degree.

Now, I will ask again, when has Genie ever shown his magic to be above 5th Dimensional Technology?

@FiMFTW: The Spectre is not really omnipotent or more so virtually omnipotent, he is nigh omnipotent. Genie can do whatever he wants with his wishing abilities and he has Toon Force, he has granted Aladdin anything that he desires only being bound by a couple of rules, but within this scenario he is at full power and is not bound by the rules of the lamp meaning he can do whatever he wants, here is a clear definition for Toon Force which already adds to his great abilities of reality manipulation.

The Toon Force is not clearly defined. It is an impossible force, that only applies to certain animation characters. But then again i believe Plastic Man (DC Comics) has similar properties to the Toon Force.

Note: A character like Bugs Bunny, and Genie (Aladdin) have toon force, While characters like Sokka (TLA) have minimal properties, and some characters like The X-men Evolution Characters (For instance) don't seem to have it at all.

Universal, multiversal it doesn`t really matter for the simple fact that most times when helping Aladdin he is bound by certain rules and is not at full power however within this scenario that is not the case which is my point, Toon Force essentially would allow Genie to manipulate the universe and multiverse, if Bugs can do it why not Genie?

Genie didn`t display his true power because he never was required too and Mxy cannot defeat Toon Force.

Your missing the point. Bugs although the king of Toon Force can do it, why can`t the Genie who grants wishes and is not bound? He can literally grant any wish or make anything happen being unbound means he can take that to a whole new level, Genie usually plays around and doesn`t use his powers seriously if he were to now that would be a different story.

I'm just wondering why Bruce almighty is at the top of this list...

A full powered genie has his lamp, and is also a slave to it. So, that can be a fairly big disadvantage for him. And yes, he does have pretty amazing magic abilites, but a genie is not permitted to kill anyone or even use his full power to harm another. Unless he is not bound to this, i dont see him getting that far, and might stop at Freddy.

But, if Genie is not bound to his rules...then he stomps up until Q, then the fights get mean. I feel that he clears it. And dont hate me Comic Vine, but I never saw Bruce Almighty do that much. He proved to be a reality shifter, and can do most of what he thinks, but there were no feats to suggest that he is more powerful than the Genie at full power. (just to be clear: This, in no way, is my opninion of God or any other all powerful diety that anyone may believe in, just a fictional movie portrayal...you can put your torches down :P)

Despite having "phenomenal cosmic power," I'm pretty sure Mxy could contain him in an "itty-bitty living space."

Actually I'd say it's when Jefar (who was on the same level as Genie,) was showing minimal control of space. Though he was quickly sucked into a lamp.

That`s how Genie`s work in regards to why they must grant wishes, its what they are supposed to do and not all Genies are same.

As a Genie he is bound to the law and confining of a lamp which is why, however within this scenario he is not. He has no weakness or obstacle holding him back.

However my point is that if Genie were to use his powers at full potential he would truly be powerful and there`s no reason to believe that Mxy can depower or kill Genie who uses Toon Force, and can only be depowered by one item which is the lamp.

@FiMFTW: Toon Force is a power that resides within toon characters or toon like characters, characters such as Spongebob, Genie and etc, have a form of Toon Force, its not a power like magic where it is more evident but is more so operational through nature as it is own force that is unpredictable, magic is his key power yes but it still doesn`t change the fact that he possesses a form of Toon Force along with his magical abilities.

The Mask is more so a top class reality warper and if The Mask is removed which is done through trickery or acknowledgement from the wearer, then The Mask would be ultimately rendered powerless. Genie on the other hand cannot be depowered.

@FiMFTW: It has nothing to do with meeting the requirements, its the fact that he does not possess the actual ability or essence, his powers work more so in regards to reality manipulation which has limits unlike Toon Force which defies physics and everything of comprehensibility.
