Gene, the cliffnotes version-

FOX was a top-secret special forces unit within the CIA during the Cold War, specifically designed to train elite soldiers that could carry out missions that normal special forces couldn't handle. Gene was a member of this unit, their best soldier, and later appointed their Commander. With the army under his control he went on to stage an uprising against the U.S., with Big Boss being forced to create FOX's successor, FOXHOUND, in order to defeat him. Think of Gene like the Ra's al Ghul of special forces.

Gene mastered CQC, being the first person after Revolver Ocelot to learn the style besides its originators. He is said to have mirrored his combat patterns after those of The Boss herself. He knows all of her moves, and with that knowledge went on to develop the style even further, creating a more 'destructive' form of CQC which he dubbed 'CQC Enhancer.'

As FOX's best soldier, Gene was chosen by the CIA (really the Philosophers) to be the test subject for their Successor Project, an experiment designed to create the ultimate battlefield commander and imbue Gene with superhuman abilities. All of his feats can be found below.

Loading Video...

22:10 - The first hint of Gene's ESP. Ursula, the most powerful psychic in all the communist world, goes to warn Gene that the construction is about to collapse on them, but Gene already knows and tells Cunningham not to move. The beams then fall on cue and land right in Cunningham's path.

52:30 - Gene explains the Successor Project, granting him enhanced skills, aptitude for strategy, and endurance. Most notably is his Tao-like superhuman charisma; he does not possess mind control, but rather, can convince people to do whatever he wants with just his words. The only person this does not work on is Big Boss, because of the unshakeable conviction he holds in his own beliefs.

55:55 - Gene is attacked by Null, the perfect soldier, but defeats him in mere seconds by sidestepping his slash and impaling each of his limbs with throwing knives, then finishes him off with a palm strike. This is after Null fought Naked Snake to a standstill, deflecting every bullet off his sword and neither of them taking any hits. For Gene, it takes longer to verbally berate Null than it did to defeat him. (Note: Naked Snake goes on to defeat Null himself, and later Gene as well. However at this point in the story, he was not yet at that skill level, despite all his feats in MGS3)

1:07:50 - Colonel Skowronski computer auto-locks onto Gene with Metal Gear RAXA's M1919 Browning machine gun, which has a muzzle velocity of 2,800 FPS and fires between 400-600 rounds per minute. Gene dodges all the bullets so fast that it appears he is standing still.

1:15:10 - Gene convinces an entire army of soldiers to kill each other just to screw with Snake.

1:17:45 - Gene throws a throwing knife so fast everyone thinks it was a bullet.

1:29:28 - Gene apparently convinced all the Metal Gear engineers to kill themselves in order to keep the secrets of Metal Gear from being spread.

1:35:55 - Gene is attacked by Ursula, who explodes the console Gene was standing at but fails to injure him. Ursula telepathically blows in the window and throws all the glass at Gene, but Gene telekinetically deflects all the shards and tells Ursula to stay out of his way. At 1:36:43 Gene throws one of his knives at Ursula, but she apparently reads his mind and brings up a forcefield. Gene simply states that even though she can read his mind, she can't keep up with his body, and blitzes her faster than his own thoughts can reach her.

During his fight with Big Boss, Gene was able to dodge all gunfire and throw volleys of knives like a machine gun. He took Big Boss on in CQC, but was inevitably defeated.

Kind of hard to debate against Gene's voice. My understanding is it can be overcome through will so maybe gorgon can over come it in that case (was determined enough to kill himself to join the hand, and even with a healing factor I think him taking the punishment he does also shows some decent will, not sure if Gene manipulated someone with decent will power, I think he did manipulate Null for a while but I remember he over came the voice later when he wanted a rematch with Big Boss). All though take away Gene's voice I do back Tomi for sure. Gene's zero shift ability is taxing on his body, and I do believe Gorgon is physically dominant. I think the worst case scenario is Gorgon outlasts him.

All though is there an official source which states Gene tosses his knife at machine gun speed? I don't think it matters since gorgon deflects bullets very casually, but the only source I have seen is metal gear wiki?

EIDT: Just looked at the above video at 1:17:15 and it doesn't look like those shooters were talking about the knife. Gene tosses a knife and a bunch of bullets go off from the guy as he is dying and than everyone is confused and starts shooting each other. Is there any other proof Gene tosses his knives at those speeds? Likewise in the game play there is no proof he was tossing those knives at machine gun speed level, just that he can toss them at rapid speed.

lol Gene is going to get decapitated before he realizes that he's in a fight.

Wolverine and Elektra both have better speed feats than Gene does. What Gene did when RAXXA was shooting at him, Elektra did while she was underwater.

Coupled with the fact that Gorgon's telepathy is massively better, the fact that he's massively stronger, faster, more skilled and can regenerate (not that it matters since this fight will be over fast and Gorgon won't take a lick of damage)

It also doesn't help that Gene has poor stamina and that using his speed causes him to tire out, where as Wolverine and Elektra don't. Gorgon handed both of them their asses along with a dozen Hydra agents

In short, match starts....five seconds later Gene wonders why his head has been separated from the rest of his body...
