As long as the Doc himself didn't state otherwise, I'm 100% sure he could have easily stopped a full-scale nuclear attack.

Ofcourse Galactus can beat Rulk. Rulk is always losing. Even Electra beat Rulk and she doesnt even have superpowers.

You can be 100% sure if you like, but as was shown by sheenlantern from a canon source, the series states otherwise. It can't even be proven he could create that many duplicates of himself to even do so. The series itself states he could disarm or deflect 60% of the nukes if they were all launched.

I'll even go a step further. When he unbalanced the time stream by trying to alter an event in time, this is what happened:

Even Before Watchmen didn't attribute him the kind of power to save the world and stop all of the nukes. He had to go back and fix the changes he made to prevent the end of the world, because he couldn't stop all of those nukes.
