In this scenario Galactus should stop at the first person with superspeed and is smart enough to use it to run far enough away from Galactus before he can react.

In COIE Spectre was able to resist the Anti Monitor after Anti Monitor absorbed the power of the antimatter universe and all the heroes across the multiverse, and that was before Spectre had his amp. After the amp Spectre was blatantly overpowering Anti Monitor, and keep in mind that Spectre absorbed the power of only eight sorcerers, all of which are less powerful than him. This feat alone should be enough to prove that Spectre would trump Galactus.
Spectre was also able to hold off Zero Hour Parallax for a long while, and in Day of Vengeance was able to kill all of the magical world with barely any problems at all (maybe with exception of the amped Captain Marvel). I highly doubt Galactus would last long against Zero Hour Parallax, or be able to kill Nabu and Shazam without suffering some injuries.
All the feats above were done by Spectre under his own power, unrelated to the Presence.
