Then definitely Batman/The Shadow. The Shadow's the master of disguise. Odds are the other team won't even recognize him until they get taken down. Assuming they can see him in the first place with his ability to become invisible. Tag-teamed with Batman, they'll roll over the other team.
Doc has the means to fight invisible enemies, but he's not gonna figure things out without prior knowledge or The Shadow makes a mistake (highly unlikely). Phantom's a bit of an unknown factor since he's a legacy character, but it's safe to say he's inherited pretty good genes and resources. Going by the latest movie, he'll have the best training and tech available. Full-body bullet-proof combat suit and a crack shot with a gun, giving Batman a run for his money. He's not likely to build things by himself, but with Doc Savage, they could probably come up with an Iron Man suit or two.
Then they'll find it's been sabotaged and crash into the ground, with Batman setting off an EMP device for good measure. Then The Shadow put bullets into them.
