Yea totally depends how you view a FP Galactus or what that is exactly. I could speculate and say FP G is him consuming eternity and then basically becoming the next eternity, which at best would have them at same power level for him.
Otherwise he should not be winning this without PIS
"Full power Galactus" doesn't exist. It's a cheap gimmick that physically can't happen because Galactus would never be full. Heck, he's just consumed 5 planets that massively amp him and he'll still be hungry.
