Cooler in his final and meta form should be stronger than Frieza UNTIL he gets his new gold form, Gold Frieza will (has to be) be far above any form of Cooler if he is going to hang with current Goku or Vegeta.

Well, the Z-Fighters are actually pretty worried about Frieza arriving since Buu didn't come...so, by implications it should be that Frieza has already gotten considerably stronger. Before the revival, Cooler is the strongest. After the revival, Freiza man-handles him.
