@johnnyz256: he's just insane...n has toon force. He absorbed the internet, making him impossibly smart and also insane. He can turn into tornados and lightning bolts like the mask, had telekinesis when he got mad once, and can hear across the planet, perhaps in relation to anywhere there's internet. Pretty powerful but I don't think he wins here...
@easternwind: Freakazoid doesn't have to win by striking Cap. He has the power of both cartoon physics and the internet on his side. He can probably win by dropping Billy into the parts of the net his poor lil psyche simply could not stand.
