Folklore Fight: Headless Horseman vs Pecos Bill

Fight takes place on Halloween night in a pumpkin patch. Everyone has their standard gear. Headless Horseman is bloodlusted and demands Pecos' head to wear as his own; Bill on the other hand wants to kill the horseman in order to take his horse.

Who wins it?!

What is he going to do with someone who is already dead? Or undead for that matter.  
Unless PB comes after HH while riding a twister.

...Are we going by the Horsemen from the Film Sleepy Hollow because as I recall the one from the folklore didn't attack anyone, and on the point where he "Attacked" Ichabod it was alluded to that Brom, was just in disguise and scared Ichabod away. All he had was a pumpkin

@Jayfournines: well in the movie he's bullet proof amazingly fast skilled H2h Fighter, great aim, Skilled at combat with dual axes. And has a Crossbow. The Legend is just an Angry large strong man.
