@hatemalingsia: I believe beings that use abstract cosmic power sources like the power Primordial or the power Cosmic are beyond physical strength limitations. They can manipulate reality and the universal forces such as magnetism, electromagnetism, nuclear forces, gravity, time, space, etc., Is metal heavy to Magneto? Surely not. Does he use his physical strength when he lifts and molds billions of tons of metal? No. I imagine Galactus and his ilk have full control over all matter, time, and reality in much the same way.
SS is one of the few characters that can beat almost always beat Flash. He is so much stronger it isn't even funny, and perceives time just as quickly, and moves outside of the concept of time and space when necessary. I imagine he would clown any version of the Flash pretty easily, unless this is Wally, which would be much closer. But ultimately, Surfer has a host of incredible powers that would allow him to defend against and then counter anything any matahuman can throw at him. He survive and fight inside of a black hole, absorb stars, traverse hyperspace, become truly intangible, display picosecond reaction times in both flight and combat, and do so many other incredibly useful defensive things that is really isn't fair to put him against a physical being. That's why he is considered herald level, and he is the highest tier of that level as well. Most agree Superman couldn't even take SS, even in straight H2H. Flash is screwed.
