Kitty Pride gets a ten second head start and knows all about Flash's abilities. Flash can use any of his powers derived from the speed force other then his speed.
Wouldn't this be a draw? Kitty phasing out and Flash unable to harm Kitty and Kitty unable to catch and "pass through" Flash?
Note: I'm not taking "time travel" into consideration because if Flash killed Kitty before the battle, the battle never took place, ergo it's not a win or loss for either.
So, basically, who can maintain their intangibility the longest? Flash seems to put out more effort when he does it. Frankly, Kitty would never be able to hit him because even without his super speed, he has reflexes that dwarf anything Kitty could hope to hit. Flash dodges her until she can't maintain her phasing anymore (which might take awhile but Barry is pretty persistent) then beats her.
