But Jay was always considered to be the slowest flash because he was old hell, even superman could catch him

even so think about you at age 17 and an old man at age 65+ the possibility for that man to win are small

Jay might be the slowest Flash, but he does have the ability to speed steal, i do not recall Bart every showing such ability. Jay could likely steal Bart's speed if he gets his hands on him.

Also i am assuming this is Bart as kid flash, as opposed to Bart as the Flash in Fastest Man Alive, because then i would give Bart a better odds.

As kid flash, i am backing Jay for a win. Bart might be faster, but Jay is smarter, more experienced, and more versatile.

Got news for you.'Max mercury is faster than Superman too.'he's entered the speed force and time lept as a result several times. That's why he can teach the others about it. Bart is faster because Jay has to keep his heart rate below a certain level or he'll have another heart attack. he therefore can't go all out. He's still a hell of a lot smarter and his perceptions are still on the same time frame for reflex as the others. he should be able to come out with a win, he is after all the smartest Flash actually being PHD and head of a research facility ( his own).
