IIRC burning godzilla is the strongest form of godzilla (albiet the most unstable ) .

Stalemate, they can't kill one another due to their ridiculous healing factors and by that time Burning Godzilla is probably gonna blow and kill them both.

I think this is a tie right here. Both are immortal and both have insane healing factors.
