We have no idea how powerful Pui Pui is. Literally, there isn't even the slightest indication to where exactly his power level falls on the DBZ food chain in either the manga or the anime. He's apparently one of the strongest in the universe, but Vegeta humiliated him in base form, and 10x gravity was apparently a big deal to him. I wouldn't put him past Ginyu Force level, max.

You're right, he has Vegeta totally on the ropes, all he can do is dodge. I don't know what I was thinking.
