Fastest Man Alive

In an strange change of events, rather than being challenged by football players for the title of "fastest man alive", Usain Bolt has challenged these so called "Peak Human/Olympic Level" Superheroes to a 100m dash.  
The race takes place at the Jamaican National Stadium.  
The following Superheroes show up for the challenge.  
 
Lane 1: Nightwing  
Lane 2: Green Arrow 
Lane 3: Batman  
Lane 4: Usain Bolt  
Lane 5: Captain America  
Lane 6: Iron Fist  
Lane 7: Black Panther  
Lane 8: Dare Devil  
Lane 9: Hawkeye
 
- Let's assume Usain repeats his World Record performance of 9.58. Can any of these heroes beat him? What's your finishing order?  
Edit: Black Panther has herb, and Iron Fist has Chi... can either challenge Cap?

If you do the math then you will discover that 100m in 9.58 seconds is 23 mph

Even conservative estimates of Cap's speed place him at double that. Some estimates put him at almost triple.

Usain is going to look like a fool issuing this challenge.

Don't try and compare Real world Athletes to Comic book peak humans.

That's 23 mph while also including the start up speed. Top speed is closer to 28 mph. Still though you're right Cap would win. I think Bolt would be second though. He is the peak human runner, I think the others are either with him or just behind him.

Actually i had my maths wrong too..I didn't factor in Acceleration. Usain's top speed would actually be about 27mph

As for Cap's running speed i could only find one example. Finding specific scans regarding run speed is difficult

Captain America.

Cap and BP are enhanced. They'd be disqualified. We're talking peak humans. I'd say Nightwing might make it a fight, but his real speed feats are combat speed. Daredevil and Bats have also posted some impressive speed feats, but again..in combat. Straight line speed? I'd say all 3 of those I've mentioned would win legitimately.
