I dunno about current Fantomex , but back when he was introduced , he was faster than bullets already fired and had at least wolverine-esque level physical stats
With normal gear, he should be able to put down Dick before he can get the explosives/ gas/ gadgets out
@thegrayghost: Oh well he hasn't been the same since he was separated into three people, he still pretty dangerous but not quite what he was. I thought Nightwing might stand a chance, I could be wrong though I don't read much with Dick in it.
