He tanked an attack from the entire quintessence, including Nabu, tanked the omega beams unharmed, and one-shotted galactic armies. What's Surfer going to do?

I'd say Surfer as of now too, until someone can maybe elaborate on this version of Steele's reaction speed/combat speed feats and tp resistance

Doesn't help if he can't even dent the armor.
He's too durable to be molecule manipulated, and the suit will keep fighting even if Steel's mind is incapacitated.

He's too durable for matter manipulation. Surfers never matter manipulated something as durable as him. The omega beams for instance, destroy objects at an atomic level but couldn't harm the Aegis.
He has no resistance to telepathy, but he doesn't really need it. The Aegis doesn't need a functioning host to fight. Not that Surfer has ever used his telepathy offensively.

The Omega beams can do various things, so saying Darkseid was trying to use the Omega beams on the molecular level without proof; doesn't mean anything.
TP is still a win for SS.
Entrophy Aegis Steel is no doubt a tank, but against SS versatility, I do think SS will find a way to win.

That's how durability works. High enough durability prevents matter manipulation. You're not going to argue that Surfer can manipulate galactus are you?

He was trying to use it to KO Superman who I'm fairly certain has atomic durability.

...No it's not. How is TP a win if it doesn't in any way, shape, or form stop the Aegis from breaking him to pieces?

So becuase he was trying to KO Superman, that means he was using the ability on Steel of using the Omega beams on the molecular level?
SS is faster, so SS will not allow him to be broken to pieces, and if so SS comes straight back; and you didn't counter TP, you just made a irrelevant point to avoid not being able to prove a resistance to TP.
Steel doesn't have a more effective way in the slightest, bearing in mind SS is significantly faster, and has way more abilities at his disposal.
Bearing in mind, your arguement is that SS is going to be hit in the face, therefore he loses; however SS is way faster, more abilities etc.
So unless he wants to be hit, or he wants to have to reform from molecules, then I see him winning temporarily; otherwise SS wins IMO.
