The Only way you could argue this would be to equalize speed and get rid of Haki or intangiblity.

Kizaru has Haki capable of blocking attacks from Whitebeard when combined with the other two Admirals. Even combined that's damn impressive. Not to mwntion, Enel went down to attacks from Luffy. Kizaru took hits from Marco and fought pretty much people way above Luffy's pay grade at the war.

Borsalino wins in pretty much every way.

I don't see how this is even close to a question.

Enel relies too much on his fruit. He's not going to expect to be hit by someone with haki.

Haki, stats, and Kizaru's elemental advantage aside, Enel relied far too much on his sheer power. The instant he was faced with someone who could actually challenge him, he literally had no idea what to do.

Kizaru is an experienced and intelligent Admiral, not that Enel isn't highly intelligent too, but he is in no way skilled with his powers. Kizaru is, and would therefore make Enel look like an amateur.
