   Heck EJ made fool of the bounded(with host ) Spectre, and even BA has made that Spectre look like a fool. Unbounded Spectre is completly another story and even Unbounded Spectre only rivals WPOTC in power (this spectre had a total molecular control over universe). EJ was only going to recreate universe in his own image, and he failed (Jean did it easily and if we make some comparison, Jean did it in much less time than EJ was atempting to do it).  And even if you count ACME bomb incident as a universal recreation it would mean that he only did 1 thing she did, and still Jean would take it.  If you count all hyperboles made on EJ (creating Heaven and Hell, etc...) than I count hyperbole on WPOTC beins second only to creator in power ( TOAA) so on par if not more powerfull than LT by such claim.  But EJ with all the hyperboles and ACME bomb incident included as universal recreation still losses to WPOTC with feats only. Since let me remind you again:  - she recreated the universe - had complete control over the universe on atomic level (somthing EJ didn't have) - held universe in her hands (EJ dind't doi such thing) - and this is even furthere indication that she was multiversal - was  multiversal (EJ wasn't ) - was ressurecting life - doing the work of the Phoenix force (did EJ do such thing ? ) "

No he wasn't. 
The "Wrath of God" has been manipulated and controlled by a black power ring. Emperor Joker was one of those jobber moments for the Spectre since he can punk 5D imps. 
More so bringing back the Bat was due to the Joker's Universe revolving around Batman.  
 
Although it's funny that the Joker could do what Mxy himself said he couldn't.
