X-23 is gonna win the majority. X-23 is a metahuman with a healing factor that is better than wolverine. Elektra doesn't have the strength to put her down
@Vance Astro: Not really. Laura has her claws and her healing factor and the training she got from the Facility (by an unknown teacher), that's it. To my knowledge she isn't considered one of the best fighters around in the Marvel U.
What are you going to try and validate Elektra's skill level by using the fact that Wolverine called her the best Ninja in the World? Although she's not even the best Ninja in her clan?
Neither Elektra or X-23 should be mentioned if we're discussing the "best fighters" in the Marvel U. Both are talented, but they have nothing to prove they're as skilled as the best the 616 universe has to offer.

X-23 has this. Her healing factor and claws present a big obstacle to a H2H fighter, unless they have a) a large skill advantage or b) some kind of special factor, such as Captain America's shield. Elektra has neither of those.

I'd go with X-23. I'd say that Elektra is more skilled, if only slightly, and can win via decap as X-23 doesn't have a adimantuim Skeleton. But given Laura's speed, combat feats and agility, this is going to be very hard, and outside that, Elektra has no real way of putting X-23 down due to her healing factor. X-23 on the other hand has the option of decap (which would likewise be very hard) and slashes to the body to put her foe down. Her Toe Claws will also be difficult to read. It really comes down to the fact that both will probably tag each-other but X-23 will have the luxury of being able to take more slashes and continue fighting.
Elektra may not be able to kill her, but she wins by KO. Read Elektra: Assassin by frank miller...she's ridiculous. She catches bullets in her hand, punches holes through men wearing body armor, has impressive telepathy, and can send a man flying through a door with her silent scream.
X-23 obviously has something that Elektra doesn't: a healing factor. This allows her to recover from attacks that would most likely put down another her however as with most healers it does have limitations. In her most recent series she's been knocked out via shots to vital areas twice and although she has kept going through a bullet to the brain that was an older showing and she was high on adrenaline which would've had some effect. Precise enough strikes should work against her.
Elektra is skilled enough to aim for the more mushy areas and we've seen her using nerve strikes with her sai which require an accurate hand. She should be able to use this kind of attack against X-23 seeing as she's dealt with Silver Samurai and Wolverine who also both have blades that can cut through anything. Her speed means she's shown to be faster than Taskmaster who was dominating X-23 before she used a sneaky move and so considering this she should be quick enough to stab some KO-inducing points.
