Elder Toguro vs. Alex Mercer

The Rules:

1. Prep: None
2. Location: Blüdhaven (DCU)
3. Toguro does have Gourmet's power template as well as his own.
4. Toguro can sense detect Mercer's spirit so shape-shifting won't do Mercer any good in this fight.
5. Mercer's feats from the Prototypecomic series and video games are allowed.
6. Feats from the Yu Yu Hakushoanime and manga series are allowed.

Who wins and why?

Pretty sure this been done before. It is a stale mate. Both can just eat the other.
