Dumbledore.
1. He has defensive charms.
2. He can cast Langlock on Ventress which prevents her from speaking, thus rendering her magic useless.
Just by Langlock, he'd win. I love Zatanna, but without speaking she can't do anything.

As she's saying that he can use Langlock to prevent her from saying further.
@Kingjohnrocks: He's gonna suck that wand of his then, her words move reality whereas HP wizards (at least in movies) need energy blasts

Dumbledore does not need blasts of energy to do Langlock. I mean, all he needs to do is point his wand at her and say "Langlock!" and it's over for her.
Langlock:
"Harry aimed his wand at Peeves and said, "Langlock!" Peeves clutched at his throat, gulped, then swooped from the room making obscene gestures but unable to speak, owing to the fact that his tongue had just glued itself to the roof of his mouth."
-Taken from: Harry Potter and the Half Blood Prince
No need for a blast of energy

still need to raise wand, point and say 'langlock'
also she has done magic by 'writing' it down

She won't have time to write if Langlock is done on her and she has no more power.

Zatanna has been able to resist magic from Felix Faust, I'm pretty sure she could resist langlock.
Can you show me her resisting a tounge spell? If not, then I have no reason to believe she can resist langlock

Multiple point's against you here.
He doesn't know she cast's with word of mouth, your point is entirely dependent on him knowing exactly how to beat her.
Rumble man is correct he needs to both direct his wand at her and say the incantation, she merely needs to say the incantation.
and finally Zatanna has speed casting feat's from her own series so there is not a chance he will get a spell off before her.
Zantanna says 'Peels". Dumbledore goes, "what?" before falling asleep and slamming his head on the ground. Zantanna wins no effort. She faced foes much stronger than Dumbledore.
If this a friendly fighting, then Dumbledore is in a duel position, since he knows him and Zantanna will be fighting soon. Thus, Dumbledore doesn't have to lift his arm and direct it to Zantanna, since it's already being pointed at her from the beginning. Another point is that HP wizards are able to cast their spell without saying them, which has been talked about in the 6th book, i think, and it's considered faster and it's strategically advantage to the wizards, who use such methods to cast their spells.
Now, I don't know much about Zantanna, but I did go over her CV wiki and it says she would have hard time beating wizards or magicians, who are higher leveled in magic then her. Can we really determine if Dumbledore with Elder wand is or isn't higher leveled than Zantanna, when it comes to magic power itself. I mean with the Elder wand, Dumbledore's magic is multiple by a factor of 2, i guess or more, I can't really quantify here. Plus, in her CV wiki, she hasn't reach her full potential yet, whereas Dumbledore has or surpassed his.
@emperorthanos- Epic mismatch in Zatanna's favour.
@soratoumiga: Dumbledore can just knock Wanda out by using Wingardium Leviosa to throw rocks at her
Zatanna
This is a mismatch and should be locked
