Looks like you've put the tv series of Batman and Robin picture up and if we are using these then they would win due to anti - Doc Ock spray etc. They are the ultimate in plot devices themselves and can accomplish anything :D

Movie versions with prep then unless Batman and Robin have some decent intel on Doc Ock then i can see Octavius winning this
