If I am to understand this correctly, Luff only started fighting at super speeds not too long ago. After Master Roshi's training, Goku, Krillin and Roshi were at that level---then Goku recieved further training in speed from Korin (who Tien could almost keep up with) and Popo.
No, Luffy's been fighting at super speeds for a while now. Even before he got Gear 2nd, most of his battles have been high-paced, especially in comparison to early-mid DB fights. Luffy was faster than the eye could follow ever since Enie's Lobby, and he's only gotten faster post-timeskip.

Dragon Ball has potentially lightspeed and moon busting in the 21st tournament, much weaker than here. I don't think the Beast Pirates could take them, let alone the Straw Hats
