I'm pretty sure that Dr. Strange would have found a way to beat Juggs. With his kind of magical power, seemingly endless artifacts and other various objects that power him, he could beat Juggs.

lol he destroyed a planet, he clogged a black hole and put it in a jar? he beat shamu gauma or something like that. I'm pretty sure he could find a way to beat Juggs.
actually they fought very briefly in Dr.Strange:Sorceror Supreme #44. A weakened Juggernaut floored him and was going to bash Dr.Strange's head with a gem while he was down, but the gem was knocked out of his hand. And that was it.
Strange has so many powers...not avoiding attacks from someone as slow as Juggernaut when he can teleport and be intangible and invisible is ridiculous.

When was his magic shown to be this powerful? I remember him fighting Dormammu with mystic pincers and Dormammu saying "Though I possess enough magical power to erase you from existence in an instant, I prefer to continue our battle as before -- using only our physical weapons."

The Watcher asked him why he allowed the Civil War to continue stating that he could have ended with one word. He is powerful enough to have gained and audience with Eternity.

Dr Strange uses the power of Cyttorak so I don't see why he couldn't weaken Juggernaut.
But all in all, based on the power that he has in the relm of earth (Sorcerer Supreme) and Juggernaut being powered by magic, it stands to reason that he can beat him. If you go by the power bio of the characters and not what some writer decided to state for his story.

Strange only does with that power what cyttorak allows him to do. Cyttorak woudn't let strange hurt his own avatar with hisown power.
It doesn't stand to reason when the beings that supply most of strange's power are afraid of doing anything to the being that powers juggernaut, or the people he empowers.
