Manhattan is pretty much Silver Surfer-lite. Surfer can do everything Manhattan can and more.
Manhattan's highest end destructive feats being melting a tank and popping baseline humans. Surfer has deflected planet busting attacks, taken people's powers away, has planetary level feats (he once evolved a planet to its evolutionary end when unhinged and has used telepathy on a planetary level), has existed in an atomized state and reformed himself and much, much, much more. Manhattan has nothing that put's him on Surfer's scale.
Let's also point out that Surfer is one of the top energy manipulators in the Marvel U. When Manhattan's atoms are dispersed, all that is left until he can pull himself together is basically a form of electromagnetic energy that resembles a consciousness. Surfer could disperse his atoms and drain/manipulate what is left.
As for Supes, he is resistant to molecular manipulation. Stalemate on that one.
Even Manhattan's ability to exist in his past, present, and future all at once won't help, since if he does anything to change time based on what he has experienced, he set's off a chain events he can't control, and it won't equate to a win for him.
