If We're talking Kent V (the version of Fate JUST pre 52) then I'd say Obsidian.
Todd already soloed a team that included Hector Hall Dr Fate who is >>> Than Kent V and was only defeated when his father went pretty much all out against him.

He was shown to be even more powerful than that during the events of underworld Unleashed when darkness was ruling the earth as souls were being turned and sold. Able to warp the void of space (can't find that scan maybe @saren has it), be everywhere at once, see things that hadn't happened yet, and much more

Ofter the events of the Fatherland arc in Justice Society (where Tod was transformed into a shadow egg to take him out of play prior) It was stated on panel that Tod now had full access to his powers without any control issues when he was returned to normal. Since this should mean he can access the full power he displayed during Underworld unleashed etc he should take this easily.
Kent Nelson / Classic Fate would beat him. Inza might have a chance because of how creative she was (the way for example she would pull the darkness or evil or part of a person out of them to cleans them). I honestly don't see any other version o Fate ( Erik, Linda, merged Erik and Linda, Hector or Kent V) taking a win.
