No. It's not. Just because you beat a someone with an unspecified amount of prep ranging from: hours, days, weeks, months, doesn't mean you can beat another guy the same way. You guys are just throwing out "Dr. Doom wins" but don't even know how logn was his prep time or what he could possibly pull off. It's a NLF. Anytiem Dr. Doom is in a battle he wins simply because he's Dr. Doom. People state stuff he would do with no proof that he could do it.

Anyway, von doom can win if he knows that his enemy is a speedster type. Maybe he can power up his shields against the incoming attack and prepare an anti-speed device or something. With bloodlust on, the only probable scenario is wally charging through the doom castle from america with his fist empowered by speed and vibration. If doom can counter that, he wins

He's got prep and this is a man that scarred Franklin Richards for life, skinned his childhood love in order to create an armor if power, defeated Galactus twice, Odin and Asgard, survived attacks from the celetisals, temporarily killed PR molecule man, exacted his revenge on Clyde Mod Wyncham.. he can use his magic and tech to take a slight majority over West.

Doom will use time travel tech to even the playing field for speed. Also, he will likely have some tech wamma zamma to stop Wally's vibrational shenanigans. Doom should win this with ease. I mean, seriously, one of the most dangerous guys on the planet, second only to Reed Richards in intellect (minus Valeria from the equation). And a week's prep. This is likely a curb stomp in favor of Doom.

Doom has acquired the power of Scarlet Witch, Silver Surfer, Hyperstorm, Galactus, Cosmic Cube, Molecule Men, PR Beyonder. Yeah, no way he could steal the Speed Force!

Holy crap and I thought Batman was overrated with prep.

Giving Doom a week of prep for most opponents is sealing their death sentence. This is a man who has become a God on 2 separate instances, absorbed cosmic powers and also has magic to supplement. He beats bloodlusted Wally with a week.

Doom has time travelled, i don't see why he wouldn't be able to create some way to trick the Flash into some temporal stasis really easily....

let be honest Flash can beat the FF4 alone a bloodlust Wally is using every ounce of the speed force no way doom can prepare for that even if he knowns about Flash power he likely or not prepare like he about to fight a QuickSilver. Flash can likely or not phase through anything Doom can throw at him unless Doom catches Flash off guard (Which mean doom has to hit him with something faster then a nano second) and is able to make sure he cant move any part of his body which i highly doubt he not going to win this fight Flash isnt a dumbass even if were talking new 52 he was able to know how to use Hal ring in seconds brain moves faster then a God Computer Doom can prep for a god on this flash level

I should mention that Doom is always 2nd after Dr. Strange in the battle for sorcerer supreme.
