The battle takes place in a neutral realm.
The most powerful versions of each character, all at full power.
Dormammu & Doctor Strange Vs Mordru & Doctor Fate
" Dormamu isn't even sky-father level. At their highest, Fate and Mordru are lords of order and chaos who can play billiards with the universe. Team 2 for the win. "From what I've heard Dormammu made a stalemate with Thor and Odin, in Asgard.

Bump!
Why bump this. Team 2 wins quite easily. Classic Fate and Classic Strange are roughly equals (both are their most powerful versions as per OP).
AS for Mordu's most powerful. When he was at HALF his most powerful he soloed the entire Silver age JLA, JSA and Legion of Superheroes (which included Classic Fate)
@beatboks1: I bumped it because I don’t know who would win, and was interested to find out. How do we know he’s only at half power? I also was wondering if Dormammu had any comparable feats

He tells us his capabilities are reduced by half in the last scan. When he was defeated by an uprising on wizards world. he dealt easily with Classic Fate, who was the version of Fate who lasted against a full powered Spectre for several pages.

Classic Strange was the most powerful. And he was freakishly powerful.
Team 1 wins

How does Team 1 win?
Dormammu is on surtur and odins level and they are galaxy busters galaxy=billions of planets.

And Classic Fate and Mordru aren't? Lol

@jeanroygrant: Did Odin ever do that more than once? And even then, from what I remember, the feat was rather.....dubious.
So are a lot of stuff in comics...any ways though here are the scans(Surtur did once with twilight sword and once without)
Classic Strange would send them to pocket dimension and seal it off forever 10,000 years before the fight even begins.

I never seen Classic Fate with any galaxy busting attacks or Mondru
Classic fate in one battle gave a blast that was felt in a few dimensions at once and at far ends of them. he's a multiversal threat. he was one of the lords of Order. the 20 or so LOO and 20 LOC were responsible in DC for the creation of everything (the universes) through their battle. Galaxy Busting? he was 1/40th the power that CREATED INFINITE universes
And Mordu soloed Him, the Silver Age Superman along with the rest of the Silver Age JLA, the Silver age JSA and the Silver age Legion Of Superheroes (which included Mon-el, and Ultra Boy - both SA Superman Level). it Took all the populous of Sorcerers world (basically a world full of mystics just shy of Classic Doctor Strange) to depower him to half levels (the levels he was at when he soloed those heroes) and bind him to Earth. He could still just reach his hand through the time barriers, across dimensions to pluck what he wanted from where.
It would take Shuma - Gorath in his own dimension to even contend with "the most powerful version " or Mordru (which is what OP said).
Shuma >> Dormmamu
Current version not so much
Mordru is actually not that much of a factor here. It's Fate (Nabu) vs Dormammu, basically, and for me, it's still a toss up, but Dormammu might have an overall edge due to consistency.
