IIRC, Dialga is literally time itself in the Pokémon universe. As the living embodiment of time, he has complete and utter control over every aspect of time.
When God (Arceus) created the universe, he created Time (Dialga), Space (Palkia), and Antimatter (Giratina). One of Dialga's best feats includes (with his counterpart Palkia) creating an entire universe of its own.
@those_eyes: His name is the Doctor. In the early show, despite the fact that in the show he said his name was the Doctor, he was credited as Doctor Who. That was stopped after several years on the show, and he has been both in and out of universe referred to as the Doctor ever since.
In a direct confrontation The Doctor probably outsmart Dialga. I don´t see all that hype for a being in comparison to someone who faces beings that can collapse a universe.
Round 2 gives The Doctor the biggest advantage, to use the cards against Dialga.
