Luke, He'd simply rip the arms off. Which would kill Octopus because aren't the arms attached to his spine?
With Adamantium arms, Ock wins.
Luke has super human strength which should always be accounted for. In a similar manner to Spider-Man Vs Wolverine it matter whether or not his claws are made of Adamantium if he can't hit his target. Power Man is even stronger and durable then spidey so you'd have to figure Ock is just as vulnerable to Cage as Cage is to Ock.
In any case Luke would win by KO and Doc Ock would win by incapacitation but given that Heroes for Hire tend to be incredibly stupid I'm gonna give this one to Doc Ock.

@adamanouer: Ock with Adamantium arms effortlessly beat and knocked out the professor version of the Hulk.
He is fast enough to be a thorn in Spider-Man's side.
He will smash Cage.
Luke does a thunder clap and puts him to sleep. He can also rip his arms out.. which he won't do.Those are his only chances if he can't close the distance

@adamanouer: It was standard 616. But that matters little. A Doc Ock with Adamantium arms is nothing to scoff at.
Happened in this issue if memory serves. If not this issue, it was this arc for sure.
@risingbean That was retconned I believe. IIRC, when they met again Hulk beat him and told him that he was holding back when he lost to him before.
@dondave: It was not retconned and still doesn't change the fact Hulk got ktfo. Ock lifted the Hulk in the air and knocked him out before Hulk could do any of the logical things to regain leverage, like yoink on the tentacle to pull himself at Ock, or thunderclap him from afar. PIS, sure. But it did happen.
When they met at the airport circa Incredible Hulk # 395-396 Hulk humiliated Ock in retaliation. I think that was Peter David's way of telling Erik Larson to take a hike. It was also the more plausible scenario.
However taking it back to this fight. I've never seen Cage use a thunderclap and I'd wager he'd go down to an Adamantium packing Doc Ock who can keep him at a distance and pummel him.
Lukes best shot is chucking large objects at Ock or the aforementioned thunderclap, IMO Ock wins due to the speed/long range advantage. Also Otto has adamantium arms which as fast as they move would probably get the better of Cage anyway.
