If this is Dr Fate (Kent Nelson), at the height of his power (so with the full backing of Nabu), I would say Dr Fate as he was drawing on the magical power levels equal to that of a Lord of Order. Nabu had been around as a Lord of Order prior to the Fate personna gaining millions of years experience at magic and combat, compared to Dormammu's much shorter experience.

Agreed. Nabu was temporarily able to hold his own against the Spectre, he beats Dormammu easily. if it is fate without Nabu... then at his most potent, i'd put him at, or slightly beneath dr. strange's level.

Head to Head I say Dormammu,but Dormammu always seems to lose to less powerful characters.Maybe Fate will do the same as Strange.

But isn't Dormammu the sum of all there is is his dimension? Like Mephisto but he is a being made of pure magic energy. I feel if this battle happened in his dimension, Fate wold lose since he is master there.
