Dr. Doom wants to keep his mother's soul there so he can visit every year. Dr. Strange went with him before and they were close to saving her soul, but as soon as where about to leave, ---
---Dr. Doom threw her soul back to Mephisto and told Mephisto to watch over her so he can visit again.
