Lex's power suit can't be more powerful than Iron Man's armor, and Doom has overpowered that before.

@elderskaar: That's only because Lex keeps spamming kryptonite rather than actually becoming more powerful than Superman. Dr. Doom has no such weakness.
@stryzzar: Yeah well his armor is still capable of tanking a few of his punches, i believe in DCUO legends he even took on bloodlusted Supes but that is not canon

@elderskaar: Not saying Lex's powersuit is useless, but it's a long way off from Doom or Iron Man's armor.

Doom would not have lost so many times to superman... Doom has better tech then stark who has way better tech then lex.
Doom wins. Last I checked, he beat the Beyonders (who killed the Living Tribunal). And Lex couldn't beat the Living Tribunal.
In a random encounter with no prep of any kind (Doom in his usual armor, Lex in his business suit) Doom would always win. But in THIS scenario, which stipulates they know each other (leaving little doubt that Lex has prepared a plan from WAAAY back in case he ever faced this obvious potential rival for control of the world) and Doom is giving Luthor a chance to prepare, suit up, THEN face him---then the outcome isn't as clear as is being made out to be.
Anyone who thinks Doom can just walk all over Luthor might as well wear a neon sign reading "I know absolutely NOTHING about Luthor's feats". Such is Doom's power and skills that it certainly wouldn't be OUTRAGEOUS to show him winning, even for a majority; but some of the people on this thread apparently think Lex is some kind of easy mark. For those who tout Doom's instances of gaining ultimate power as proof of his superiority, Luthor, in his sixty plus years of stories has achieved this as well; Off the top of my head, the "Black Ring Saga" (Action Comics issues 890 to 897 and Secret Six issue 29) and the "Rock of Ages" storyline where he lead the Injustice Gang and had the Philosopher's Stone (JLA issues 10-15) come to mind. Luthor is not above overtly or covertly using allies, and Lex has a MUCH longer history of working with-and even commanding super-powered (and/or even higher beings) allies than Doom. Is it still possible Doom could defeat Luthor? ABSOLUTELY. But anyone thinking it would be some kind of a cake walk is WOEFULLY mistaken!
Doom has his own country? That's great; Lex managed to manipulate himself into running THE country, THE UNITED STATES OF AMERICA (a country a weeee bigger and more powerful than Latveria). If that isn't enough, Lex also has had his own PLANET, renamed "Lexor" after himself! And while on Lexor, Lex first created the first of several iterations of his power suit. This suit, now on I believe it 's third or fourth version, employs Human, Apokoliptian, AND Kryptonian technology; is powerful enough to allow the wearer to go toe to toe with even an ENRAGED Superman (with powerful shields covering the whole body, protecting the seemingly exposed head) that have protected against several punches thrown at full power from Supes; energy blasts that have incinerated several O.M.A.C.S. AT ONCE (look up what O.M.A.C.S. are if one is not aware of them; trust me when I say incinerating ONE of them at a time is no easy feat). Needless to say Luthor's power suit is more than capable of taking on Doom's suit. AGAIN, no one is saying it's IMPOSSIBLE for Victor to beat Lex; but for every attribute one can name-gaining ultimate, galaxy/universal power (Lex has done this, I've named two occasions previously), running his own empire (Lex has run multi-billion dollar corporations, the world's most powerful country, his own PLANET) and manipulating, defeating, and/or controlling/outwitting powerful allies (Lex has done this with whole TEAMS of super-powered super villiains, Braniac, Libra, Darksied, Nekron, Neron,etc, etc.)-it's clear that a Luthor-especially one who, by OP's dictate has a little bit of PREP-is not going to be overrun by ANYONE. Perhaps people are confusing Lex with that OTHER bald, rich crook, the Kingpin. Now HIM, Doom would "stomp"!

@kgb725: As per OP, this is not strictly a "random encounter", Lex is being given time to suit up and plan before meeting Doom "in the middle of New York City". Therefore, everything I mentioned before is relevant; there is no way a guy like Lex, before the meeting, wouldn't draw up a complete dossier on Victor, along with additional contingency plans before confronting the Latverian monarch.
I already said that if the encounter was strictly a random encounter-with no prep of any kind (Doom in his usual armor, Lex in his business suit-or even if Lex happened to be in his battle suit at the time) Doom would always win.
