Here Are Diablo Powers

Diablo is a 9th century alchemist with aspirations of world dominance. He is able to produce any number of amazing potions that defy scientific analysis. Diablo does not seem to age.

Mandarin has 10 rings of power that grants him the abilities to shoot Ice beams,fire beams,Electric Blasts,Control of peoples minds,bend the earths Electromagnetic spectrum. Create a Complete area of Darkness around someone

A ring that causes complete and utter Disintegration of target. (20 min) to regenerate rings power.

The ring causes the air to move about at high speed in a vortex. The vortex can be used as an offensive weapon, as a means of levitating objects, or as a means of propelling the ring's wearer through the air.

I don't think much of Diablo's chance, he's an impressive alchemist with spooky potions that defy Reed Richards science but a bloodlusted Mandarin is way more deadly and ruthless

I'll go with the Mandarin. He's actually got some pretty crazy intelligence/prepping feats. I doubt Diablo has an answer for some of the alien tech he has at his disposal.

Hard to judge, actually. Both of these guys have crap tons of hax at their disposal. Through Mandarin has more with prep specifically, Diablo has some good stuff as well with prep/time based feats (The Elemental Creatures, dozens of Dragon Men, his recent Tarot feat where he mind controls dozens of heroes with magic gear, can create exact clones of himself via Homunculus, turns whole towns into Hulk creatures, etc.) so I'd say this is closer than people think.
