Based on what? Way Big has taken on other giant foes before, and has not only impressive strength, the ability to shrug off shace-ship laser cannons, but also his own energy blasts and super speed. Devastator has comparatively less abilities.

Way Big is ridiculously to clumsy, sure he's big and strong but once he gets knocked down he's pretty much fudged on most occasions.

I'd just like to point out that normal Way Big was able to toss a giant Vilgax into outer space in Primus, and run at super speed to make a water tornado in the Widening Gyre and defeat the Garbage Monster.  There's no water here, but you've gotta take that super speed into account just as a normal battle tactic.  And throwing another giant-size guy into space--can Devastator do that?
